After some experimentation under XP, Trk and I found that setting the affinity of jamp to one core generally results in better performance.
I haven't run actual benches, but I was getting constant 60fps with Vsync and spiking into the 180's after settting affinity; compare that to ~20fps, spiking into the 50's, when I didn't set the affinity. It's a bit tricky to set jamp's affinity under Vista so here's how:

1. Download this program: http://www.megaupload.com/?d=PNX2NO1U It changes the .exe so it always uses one core.
2. Extract setaffinity.exe, right click on it, and Run as Administrator.
3. Under the "Executable (full path)" box, choose C:\Program Files\ etc etc \GameData\jamp.exe. Under the "Set mask to:" dropdown menu, pick either core. Then hit the "Set affinity mask" button. It should tell you it set the affinity successfully.
4. Go to the GameData folder and get Properties on jamp.exe. Under the Compatibility tab, check the Run as Administrator box.
5. Launch jamp in the normal manner (from Start menu etc).

Jamp should now run at full speed under Vista. I also found jamp to run faster under XP as well with the affinity set to one core. My laptop does not have this problem; I suspect the issue is with the AMD vs Intel chips. Intel chips have shared cache so both cores have ready access to the data, while AMD chips with separate caches for each core waste time sending data between the caches... just a guess. Newer games designed with multicore in mind don't have this problem.


If similar issues occur with Windows 7, this same method might also apply.

modifying the exe isn't really a proper context of being "not-base" ...
