Why didn't he shoot the snowtrooper earlier then? You can't see it from the video, but the snowtrooper is in his field of view for a good 7 seconds. The snowtrooper is on his screen the second he comes around the corner. He has all day to shoot at the snowtrooper. He has all the time in the world to fire just one rocket at him. But he doesn't because he knows his teammate will kill him. Instead he waits until he's at the top of the ramp,
which is coincidentally the only place where he could aim at my spot, before he fires a single shot. This is covered in the "notice how" part.
By the way, notice that the rocket isn't aimed anywhere remotely near the snowtrooper. It is aimed way to the side and hits the exact spot I'm at to the dime. Surely with 8 seconds you could line up a better shot than that.
