Spec Voting

There's a way to manipulate the outcome of a vote by voting then joining the spectator's team, leaving your vote to be counted but lowering the number of expected people, making your vote count for more.
I have a few options available. Vote, discuss, etc. here.

I've always thought that specs should be allowed to vote....especially in a PUG situation.

Though, allowing them to actually CALL votes could present a whole new problem.....not that they couldn't enter/call/spec anyway.

Not doing it. Too many times have I had to call 3-4 restarts in a serious pug, then only being able to trigger it by getting the only couple of other people bothering to vote to go spec with me to get the game to start. Also; if people in spec were AFK, no vote would be able to pass.

I didn't think it through well enough.
